Bland office clerk C.C. Baxter (Jack Lemmon) enjoys little status at the insurance company he works for. To climb the ladder, he tries to ingratiate himself with his superiors: he lends them his apartment for their extramarital affairs. While they enjoy themselves, Baxter wanders the streets alone. Baxter has to choose between his ambitions and his emotions, when the woman he is secretly in love with, the elevator operator Fran Kubelik (Shirley MacLaine), proves to be the company president’s lover.
