A year has passed since the death of Mildred Hayes’ daughter without the murderer being found The grieving mother, played by Frances McDormand, takes the radical step of renting three billboards just outside Ebbing where no one drives anymore. On them she asks the respected local police chief William Willoughby (Woody Harrelson), why no one has been arrested yet.
